Program Director
Job Description
Oversees Council training programs in New Hampshire and Vermont in the areas of Occupational Safety Training, Defensive Driving, Forklift and First Aid/CPR.  This position is also responsible for state-wide annual safety conferences and symposiums held in New Hampshire.  The Program Director provides strong leadership skills in scheduling training and health education.  The Program Director is also responsible for the day to day operation of the training programs, including the logistics of scheduling and promoting safety and health courses, hiring and supervision of staff,  budget preparation and monitoring, contract management, promotion of the programs to members and development of new programs within the service area. 

Job Requirements
Must have excellent interpersonal and written/verbal communications skills, strong organizational skills, experience using micosoft office, and a willingness to travel throughout New England.  Sales and membership association experience preferred.  Knowledge of state and federal regulations in the areas of safety and health a plus.  Valid drivers license required. 

Education Requirements
Bachelor's Degree and at least three years related management of supervisory experience required.

PROGRAM SPECIALIST III

The Department of Transportation, Office of Stewardship and Compliance has a full time Program Specialist III positions available in Concord.

 

The Program Specialist III plans, implements and coordinates the health & safety compliance training and auditing program at Department facilities for the Stewardship and Compliance Office, Department of Transportation.  Actively seeks to improve processes and eliminate wasteful practices.

 

Min. Qualifications:

 Education:  Bachelor's degree from a recognized college or university with a major study in Occupational Health and Safety, Industrial Hygiene, Safety Studies, or related health/safety field.  Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience:  Four years' professional or paraprofessional experience in the field of Occupational Health and Safety, Industrial Hygiene, Safety Studies, with responsibility for program implementation, direct service delivery, planning or program evaluation.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

License/Certification:  Eligibility for New Hampshire driver's license.

SCOPE OF WORK:  To coordinate the Workers' Compensation Program, Drug and Alcohol Program and other related administrative programs that support the Department's health & safety initiatives, for the Office of Stewardship and Compliance, Department of Transportation.  Actively seeks to improve processes and eliminate wasteful practices.

 

ACCOUNTABILITIES:

 

Analyzes and interprets health and safety-related data and assists in the development of programs to promote a healthy and safe working environment for all Department employees

Manages the Department's Early Return to Work program by monitoring all claims involving time lost from work, reviewing on-going medical reports, communicating with appropriate parties, evaluating job demands and assisting in the development of temporary job descriptions to accommodate medical restrictions, to ensure work assignments that meet an injured/ill employee's medical restrictions

 

Communicates with the State's workers compensation third party administrator, managed care provider, other state agencies, bureau administrators/district engineers, supervisors and employees to manage the departments workers compensation program.

 

Testifies at Department of Labor Worker's Compensation hearings and appeals.

 

Monitors workers compensation indemnity and medical expenditures in order to make recommendations for necessary changes to safety programs or operating procedures.

 

Prepares FMLA letters and workers compensation wage schedules in support of the workers compensation program

 

Implements the Department's drug and alcohol testing program, including maintaining and updating confidential records, coordinating the scheduling, result collection and payment for all substance abuse testing, instituting and tracking corrective action, monitoring program costs and serving as the Department's Designated Employee Representative.

 

Maintains and updates confidential databases, and prepares and disseminates reports detailing workers compensation and drug and alcohol testing activity.

 

Assists in training and auditing activities, as appropriate

 

Serves as a representative of the Office of Stewardship & Compliance on special committees and projects, including but not limited to Unit Safety Committee, Joint Loss Management Committee, as appropriate.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with a major in occupational health and safety, industrial health and safety, transportation safety, nursing, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.

 

Experience: Four year's professional experience in occupational health, industrial health or transportation safety, drug and alcohol testing programs, nursing or a related field, with responsibility for program implementation, direct service delivery, planning or program evaluation.  Each additional year of approved work experience may be substituted for one year of required formal education.

 

LICENSE/CERTIFICATION: Eligibility for New Hampshire driver's license required for travel throughout the state. The applicant's Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.

 

SPECIAL REQUIREMENTS:  State Structured Interview Required.  Knowledge of OSHA, EPA, Right to Know and other Federal, State and Industry Standard Practices and Regulations related to occupational health and safety.  Proficiency with Microsoft Office Suite or similar computer software for databases preferred but not required.

SCOPE OF WORK:  To administer agency environmental stewardship and compliance goals by implementing program objectives, developing or revising policies and coordinating operational staff in the Office of Stewardship and Compliance, Department of Transportation.  Actively seeks to improve processes and eliminate wasteful practices.

 

ACCOUNTABILITIES:

 
Acts as the Office representative in the absence of the Administrator to ensure timely continuation of services.

 
Evaluates state and federal regulations to prepare and maintain Department-wide environmental stewardship and compliance standards, procedures and program services.


Evaluates agency policies, assesses policy changes and oversees program implementation to accomplish short and long-term environmental stewardship and compliance goals.

 
D
evelops methodology for evaluating the cost effectiveness and environmental benefits of environmental compliance training and auditing programs and environmental management system ( EMS) implementation.

 
Prepares and presents rationale for the Department’s environmental stewardship and compliance policy or programs, including testifying on legislative bills in the interest of the Department.

 
Represents the Office at meetings with other Department personnel and represents the Department at meetings with other agencies’ representatives, government officials and private and public interest groups to address and resolve environmental compliance issues.

 
Advises the Department’s District Engineers, Operations’ Bureau Administrators, Project Managers and other key personnel during the operation and maintenance of transportation facilities to ensure compliance with State and Federal environmental regulations and policies.

 
Coordinates consulting services for environmental compliance training and auditing and environmental management system implementation.

 
Evaluates work performance of professional employees at least once per year, including assessing staff development needs.

 

MINIMUM QUALIFICATIONS:

 

Education:  Master's degree from a recognized college or university with major study in environmental engineering, physical sciences, conservation, or other related environmental science.

 

Experience:  Seven years' experience in the field of transportation-related environmental impact assessment, environmental compliance or environmental stewardship, plus four years in a supervisory or management level position involving administration, program planning and evaluation, business management or related management experience.  If related to the program area, the supervisory or management experience will count as part of the seven years’ total experience.  Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.

 

LICENSE/CERTIFICATION: 
Eligibility for NH driver's license.
