Job Description Oversees Council training programs in New Hampshire and Vermont in the areas of Occupational Safety Training, Defensive Driving, Forklift and First Aid/CPR. This position is also responsible for state-wide annual safety conferences and symposiums held in New Hampshire. The Program Director provides strong leadership skills in scheduling training and health education. The Program Director is also responsible for the day to day operation of the training programs, including the logistics of scheduling and promoting safety and health courses, hiring and supervision of staff, budget preparation and monitoring, contract management, promotion of the programs to members and development of new programs within the service area. Min. Qualifications:
Education: Bachelor's degree from a recognized college or university with a major study in Occupational Health and Safety, Industrial Hygiene, Safety Studies, or related health/safety field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' professional or paraprofessional experience in the field of Occupational Health and Safety, Industrial Hygiene, Safety Studies, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

SCOPE OF WORK: To coordinate the Workers' Compensation Program, Drug and Alcohol Program and other related administrative programs that support the Department's health & safety initiatives, for the Office of Stewardship and Compliance, Department of Transportation. Actively seeks to improve processes and eliminate wasteful practices.
ACCOUNTABILITIES:
Analyzes and interprets health and safety-related data and assists in the development of programs to promote a healthy and safe working environment for all Department employees Manages the Department's Early Return to Work program by monitoring all claims involving time lost from work, reviewing on-going medical reports, communicating with appropriate parties, evaluating job demands and assisting in the development of temporary job descriptions to accommodate medical restrictions, to ensure work assignments that meet an injured/ill employee's medical restrictions
Communicates with the State's workers compensation third party administrator, managed care provider, other state agencies, bureau administrators/district engineers, supervisors and employees to manage the departments workers compensation program.
Testifies at Department of Labor Worker's Compensation hearings and appeals.
Monitors workers compensation indemnity and medical expenditures in order to make recommendations for necessary changes to safety programs or operating procedures.
Prepares FMLA letters and workers compensation wage schedules in support of the workers compensation program
Implements the Department's drug and alcohol testing program, including maintaining and updating confidential records, coordinating the scheduling, result collection and payment for all substance abuse testing, instituting and tracking corrective action, monitoring program costs and serving as the Department's Designated Employee Representative.
Maintains and updates confidential databases, and prepares and disseminates reports detailing workers compensation and drug and alcohol testing activity.
Assists in training and auditing activities, as appropriate
Serves as a representative of the Office of Stewardship & Compliance on special committees and projects, including but not limited to Unit Safety Committee, Joint Loss Management Committee, as appropriate. MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with a major in occupational health and safety, industrial health and safety, transportation safety, nursing, or a related field. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four year's professional experience in occupational health, industrial health or transportation safety, drug and alcohol testing programs, nursing or a related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.
LICENSE/CERTIFICATION: Eligibility for
SPECIAL REQUIREMENTS: State Structured Interview Required. Knowledge of OSHA, EPA, Right to Know and other Federal, State and Industry Standard Practices and Regulations related to occupational health and safety. Proficiency with Microsoft Office Suite or similar computer software for databases preferred but not required.
